The Statewide Employment Strategy Manager will act as a main contact/liaison with United Healthcare Community and State and key external contacts to address employment barriers for the CHOICES and ECF CHOICES Long Term Services and Supports populations.  This individual will develop and implement strategic employment initiatives focused on helping program participants increase their employability, find gainful employment, and ultimately strengthen their financial stability.

Primary Responsibilities:

  • Develop, execute and deliver a statewide program to help interested ECF CHOICES and CHOICES participants who wish to be employed to become employed
  • Develop, execute and deliver a statewide program to help interested ECF CHOICES and CHOICES participants who are under-employed to receive higher wage jobs, and at-risk consumers to keep their jobs
  • Maintain and grow the UHC Pathways employment program to include CHOICES participants, creating intern opportunities across all areas of the business
  • Partner with Diversity, Equality and Inclusion team on strategies to ensure the organization creates and maintains a practice of hiring persons of all abilities
  • Create relationships with state agencies, local workforce investment boards, staffing agencies, community-based organizations and employers to build support and capacity for employment opportunities
  • Develop and implement training for Employment Services provider agencies’ leadership and staff
  • Coordinate, implement, and train clinical staff on initiatives that enhance the employment opportunities for interested ECF CHOICES and CHOICES program participants
  • Create relationships with employers to enable regular, repeated placement of qualified individuals with employer
  • Use existing health plan operations and data to identify ECF CHOICES and CHOICES participants to assist with employment services
  • Implement and oversee statewide reporting systems and other tracking tools to demonstrate program performance as needed
  • Oversee staff, as applicable, assigned to reporting review and submission, and provider engagement for outcome based payments processes
  • Represent UnitedHealthcare of TN in internal and public forums including public presentations, meetings with external partners and stakeholders, career fairs and community events
  • Ensure adherence to all state and federal requirements for program implementation, payment of services and reporting

Required Qualifications:

  • Bachelor’s degree in Human Resources, Business, Health Administration or related field or equivalent work experience
  • 5+ years of experience in human resources, staffing, workforce development, or other closely related field
  • 3+ years of experience working with employment programs for seniors, individuals with physical disabilities and/or individuals with intellectual or developmental disabilities focused on independent living and gainful competitive employment
  • 3+ years of experience working with state agencies, community organizations, and social service agencies focused on helping individuals living independently
  • Proven ability to build collaborative relationships, work with internal and external audiences, and partner in areas of employee recruitment, job training, interviewing and job placement
  • Ability to take initiative, implement projects and pursue goals with moderate supervision
  • Solid analytical, interpersonal, presentation, written and verbal communication skills
  • Intermediate level of proficiency with PC based software programs and automated database management systems required (Excel, Access, PowerPoint)
  • Full COVID-19 vaccination is an essential requirement of this role. UnitedHealth Group will adhere to all federal, state and local regulations as well as all client requirements and will obtain necessary proof of vaccination prior to employment to ensure compliance

Candidate must possess one or more of the following or obtain certifications within first 90 days of employment:

  • Association of People Supporting Employment (APSE) Certified Employment Support Professional (CESP)
  • One or more Association of Community Rehabilitation Educators (ACRE) Basic Employment Certificates
  • ACRE National Certificate of Achievement in Employment Services
  • Training Resource Network, Inc. (TRN) Job Coaching and Consulting
  • Certified Rehabilitation Counselor

Preferred Qualifications:

  • Master’s degree in Human Resources, Business, Health Administration or related field
  • Previous experience with state Medicaid agencies, social service agencies and services, employment services, and/or related activities
  • Demonstrated ability to coordinate with multiple groups simultaneously to execute work plans for individuals with obstacles to employment 
  • Previous Healthcare Industry experience
