PenFed is hiring a Remote Manager Appraisal Review at one of the following locations: San Antonio, Texas ; Jacksonville, Florida. The primary purpose of this position is to be responsible for managing the daily activities and workflow for the Appraisal Review Team (ART), for the Residential Lending Divisions.  The position requirements include but are not limited to ensuring compliance to appraisal, lending and regulatory guidelines and standards.  Meeting department service level agreements (SLAs).  Monitoring performance of review staff and external third-party vendors.  Creating and communicating appraisal review functions and tasks.  Detecting gaps with review tasks; and identifying best-in-practice review methods to improve production.  Creating goals that drive efficiencies.  Design strategies to improve appraisal review capabilities-ensuring compliance to internal, industry and regulatory guidelines and standards.  Assisting with monthly business review reporting.  Identifying paths to escalate assignments requiring management intervention.  Counseling staff members with complex appraisal assignments.

Responsibilities

  • Manage the Residential Appraisal Review Team (ART), coordinate all valuation activities of the appraisal review process, including but not limited to compliance with USPAP and FIRREA regulations/requirements.
  • Maintain up-to-date knowledge of the Uniform Standards of Professional Appraisal Practice, (USPAP), Automated Value Models (AVMs), the Appraiser Independence Requirements (AIR), and company valuation guidelines that are pertinent to the appraisal process.
  • Maintain and manage a good working relationship with the Appraisal Management Companies (AMC) while processing value dispute requests and status inquiries within the team. Maintain contact with the AMCs to ensure the quality of the products delivered and the continuity of service is provided.
  • Interact with senior management at AMCs to assist Director for best practices and action plans of improvement when performance does not meet service level agreements (SLA).
  • Resolve and respond to complaints received from internal business channels (Retail, Direct, and Correspondent), about AMC/Appraisal performance.
  • Assist with the development of processes for tracking AMC transactional issues as encountered by the Appraisal Review Team (ART) and include in monthly performance metrics.   
  • Ensure NCUA, IA Guide and Secondary Market directives are sustained for specific loan program appraisals to appropriately manage collateral risk.
  • Manage escalations to determine the validity of an appraisal as well as determine if a second appraisal is warranted to ensure compliance with agency guidelines.
  • Utilize multiple resources to identify and inform management of trends and functional and technical issues which may impact productivity, service levels and risk compliance.
  • Develop goals, objectives, policies, and procedures as it pertains to the Appraisal Review Process and Team.
  • Train staff on required valuation techniques, tools, and related processes as needed.
  • Work closely with the Credit Risk Teams of Residential Lending to ensure Underwriters and Appraisal Review Team is current with latest changes in FNMA, FHA, USPAP, FIRREA, Investors, and other pertinent industry standards and requirements.
  • Assess problem files that are escalated to management for review and resolution.
  • Proactively provide recommendations and solutions to management that maximize process efficiency and effectiveness.

Qualifications

Equivalent combination of education and experience is considered.

  • Bachelor’s degree or a combination of education and experience that provides the necessary skills and knowledge to satisfactorily perform the essential job functions.
  • Minimum ten (10) years related mortgage appraisal, underwriting or operations work experience with at least 5 years in mortgage appraisal underwriting experience.
  • Knowledge of principles, practices, methods, and techniques of real estate appraisal.
  • Independent judgment and initiative are required to resolve issues relating to appraisals.
  • Strong verbal and written communications skills required. Attention to detail required.
  • MS office general knowledge required.

Supervisory Responsibility

This position will directly supervise employees

 

Licenses and Certifications

There are no additional certifications required. State Certified (or General) Real Estate Appraiser License preferred.
 

Work Environment

While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.

*Most roles require working in an office setting with moderate noise and the ability to lift 25 pounds. *

 

Travel

Ability to travel to various worksites and be on-call may be required.
