This position is responsible for managing and supervising resources assigned by the LCS Post Delivery Superintendent for a specific LCS hull in order to complete the execution process of correcting the LCS vessels deficiencies (E.g., trial cards and CFs) occurring after vessel delivery.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Position may involve regular interaction with all levels of operations/senior staff, customer’s regulatory bodies, and major suppliers.
Will require indirect supervision of up to 10 Subcontractor employees at a time onboard the vessel to confirm that they are meeting their assigned tasks.
Interfaces directly and participates in meetings with LCS Teammates and the Navy at the shipyards.
Works with the client's two location Teams and Navy to come up with the most cost effective technical solutions in order to resolve the contractual non-conformance issues.
Develops and reviews Post Delivery developed work specifications for the assigned LCS hull prior to submitting them to Purchasing for Subcontractor bids. Must have a cost effective mindset when developing these work specs and still meet the requirements of the build contract. This will require the Project Engineer to walk the ships and inspect the current condition of the ship prior to writing the work specifications to ensure the solution is applicable and achievable.
Supports the discussions of Subcontractor estimate reviews for contractual non-conformances to correct during Post Delivery.
Participates in the Navy callouts to inspect the work completed by the Subcontractor for specific non-conformances cited by the customer. Collects all OQE from the Subcontractor and places it in the ICE database.
Prepares miscellaneous associated reports, charts, and graphs on program, project, or contract status; makes presentations to management to keep them apprised.
Has excellent written and verbal skills to interface with all levels of the organization through the attendance of meetings and written memos.
Ability to read Production drawings and make updates in AutoCad if needed.
Knowledge of the Integrated Master Schedule (IMS) used by the Navy. Will be responsible for providing the Subcontractor production ECDs to input in the IMS schedule for the work assigned to a hull.
Support the assessment of financial impact of project status to budget.
Assists in preparation of completion cost estimates (EACs), projections on funding, estimate on margins, and other planned reports.
Monitors performance to Contracts, oversees contract compliance, and support negotiations with the customer on contract change proposals.
May conduct risk analysis/evaluation; determine risk areas to cost or schedule, supports the development and maintenance of the risk/management plan.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. This position will require accessing the ship with the capability to lift up to 50 lbs. at times and also requires time spent in an office to complete the necessary paperwork for the Subcontractors.
EDUCATION AND EXPERIENCE:
Minimum a B.S. in an Engineering discipline; plus a minimum of 2 years of Project Engineering or Production engineering experience specific to large-scale marine vessel upgrade projects.
In lieu of a B.S. degree, a minimum of 10 years of applicable Project Engineering experience specific to large-scale marine vessel upgrade projects.
Years of experience in ship design must include a familiarity with regulatory body requirements associated with the Ship Building industry (i.e. ABS, NAVSEA, MIL, DOD, 46 CFR, IEEE, and The U.S. Coast Guard)
Capacity to motivate and discipline individuals as required to achieve the Post Delivery Department Goals and Objectives (as well as Project Goals) is imperative.
Strong time management skills complemented by the ability to prioritize problem solving/issues resolving activities so as to maximize achievement of goals and objectives.
Drive and discipline to monitor, maintain, modify (as required) and enforce existing department policies and procedures.
Timely decision-making ability is considered to be of utmost importance as is the process he/she uses to evaluate the risks associated with said decisions.
Multitasking capability is a necessity of the job.
Must have strong Microsoft Office Suites (Project, Excel and PowerPoint) along with AutoCAD computer skills.
