The IT Project Tech Lead is a strategic professional who stays abreast of developments within own field and contributes to directional strategy by considering their application in own job and the business. Recognized technical authority for an area within the business. Requires basic commercial awareness. There are typically multiple people within the business that provide the same level of subject matter expertise. Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers. Significant impact on the area through complex deliverables. Provides advice and counsel related to the technology or operations of the business. Work impacts an entire area, which eventually affects the overall performance and effectiveness of the sub-function/job family.

**Responsibilities:**

+ Develops detailed IT work plans, schedules; project estimates, resource plans and status reports.

+ Interfaces with senior project staff and client senior management teams regarding status of projects.

+ Recommends and oversees process improvements.

+ Has considerable business impact through in-depth evaluation of complex business processes, system processes and industry standards.

+ Provides expertise in area and an advanced level of understanding of the principles of IT project leadership.

+ Possesses a comprehensive understanding of how own area and others (i.e., architecture or infrastructure) collectively integrate to contribute towards achieving business objectives.

+ Directly impacts the business by influencing strategic functional decisions through advice, counsel or provided services.

+ Acts as advisor or coach to new or lower level analysts; allocates work.

+ Provides in-depth and sophisticated analysis with interpretive thinking to define problems and develop innovative solutions.

+ Persuades and influences others through and comprehensive communication and diplomacy skills.

+ Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

**Qualifications:**

+ 6-10 years experience in a related technology role and subject matter expert in overall field

**Education:**

+ Bachelor's/University degree or equivalent experience, potentially Masters degree

This job description provides a high-level review of the types of work performed. Other job-related duties may be assigned as required.

The role is to conduct recovery and resiliency risk analysis across new, emerging and existing Externally Hosting Technologies across the organization.

The candidate will form part of a team of analysts under the direction of the Program Management Manager.

In support of Cloud and Externally Hosted Application Review Team (CART) Program Management that provides oversight for the Business and Technology adherence to CoB policy and standards and will conduct/ monitor CART Technology and Business assessments for each CART usecase (for proper resiliency /DR /CoB recovery).

Partner with Citi's Technology Infrastructure and Citi's Enterprise Architecture & Technology Engineering to assess, monitor and mitigate (as necessary) all Single Point of Failure (SPOF) instances identified.

Review of the application CoB and resiliency risk assessments aimed to ensure efficacy of the CoB design of external vendors that will support Citi business. This includes, but is not limited to the following areas of assessment:

Resiliency levels for hot/hot applications (internal / External)

Primary site production failover capability

Alternate site CoB failover capability (including gaps between the Prod and CoB environments)

Key dependencies (critical services, internal, external, etc.)

System architecture diagrams

Key projects to be reviewed with focus on emerging technologies (e.g., hybrid cloud, block chain, API/MicroServices, Digital) that impact our IT and Business recovery and testing strategies.

Targeted Franchise Critical Applications & Processes required for review

Provide in-depth analysis with interpretive thinking and develop conclusive problem descriptions.

Influencing strategic functional decisions through advice or recommendations that directly impact the business.

Identify process improvement opportunities; model and analyze impact of future state design and align with end-state strategy

Build relationships with business leads and cross-functional team members

Provide required deliverable updates, reviews and communications in timely manner

Qualifications:

Bachelor's Degree required; Master's Degree preferred; or equivalent work experience

Minimum 6+ years' experience in, IT, IT Risk Management, Technology Disaster Recovery, Service Level Availability Management in the global financial services industry

Must have US work authorization, we are not sponsoring visas for this role.

Must be local to one of the locations listed, or motivated to move without assistance, as relocation is not provided

Knowledge of application recovery capabilities (technology recovery times, database recovery points, application data storage capacity, application processing capacity, application functionality)

Strong understanding of software development, network design, or architecture design

Knowledge of incident & Problem management, infrastructure, configurations, Technology & Disaster Recovery

Perform routine updates on project plans, status and issues / risks in coordination with project team

Track record of interfacing with, and presenting results to, a Project Management Office (PMO) and Senior Management

Assist in the development of metrics to monitor operational resilience and readiness and prepare reporting to key stakeholders

Actively participate in initiatives to enhance and define new operating performance and risk metrics along with KPIs and KRIs

Excellent strong analytical skills with attention to detail, ability to multi-task

Proficient in using SharePoint & Microsoft Office products (Outlook, Excel, PowerPoint, Access)

Proven ability to work independently and effectively in a complex environment with multi-location team structure

Possesses a comprehensive understanding of how own area and others collectively integrate to contribute towards achieving business objectives

Strong facilitation, partnering, and relationship management skills

Excellent written and verbal communication skills
